CELSIUS is not banned by the NCAA
Please stay within the daily recommendation of no more than two servings (2 cans) of CELSIUS® per day. While the NCAA has banned the ingestion of some ingredients (caffeine and guarana) found in the CELSIUS® formula, the NCAA has not banned caffeine intake in small quantities.
Celsius is not FDA approved due to its use of guarana which is not FDA approved. There could be more caffeine in a Celsius can than 200 mg due to the use of guarana. What's more, drinking Celsius could lead to positive drug tests due to its inclusion of amino acids which mimic certain drugs.

The acceptable caffeine limit for NCAA athletes is 15 micrograms per milliliter of urine. The IOC allows its athletes up to 12 micrograms per milliliter of urine before the substance is considered illegal.
Why isn't Celsius healthy?
We don't consider Celsius drinks healthy overall, because they contain active ingredients that are clinically shown to be harmful when used in combination like caffeine, glucuronolactone and taurine. Celsius also contains questionable additives like an artificial sweetener and flavoring agents.
It's an issue with labeling, specifically a line that says Celsius products don't contain preservatives when it, in fact, does have citric acid in the ingredients. While the company insisted that citric acid is used to boost flavor as opposed to preserve it, they did end up agreeing to a settlement.

The original Celsius appears to contain zero grams of carbs or protein, so technically this option might not break a fast. But it also contains Sucralose which is an artificial sweetener. It technically won't cause an insulin response and therefore shouldn't break a fast, but it's something to think about.

Guarana contains caffeine. Doses containing more than 400 mg of caffeine daily have been linked to side effects. Side effects depend on the dose. At typical doses, the caffeine in guarana can cause insomnia, nervousness, stomach irritation, vomiting, and many other side effects.

So while Celsius isn't a miracle beverage that's going to turn you into a 25-year-old Pilates instructor, it is a healthier alternative to many of the energy drinks on the market that tastes great and contains some beneficial ingredients, like vitamins B and C, ginger root and more.
Whittingham says one of the first things that stood out to her about the Celsius drink's can was the fact that it contains zero calories. She says that immediately signals to her that this drink is probably sweet, and hence, why it's become so popular.
